Under the decentralized management in Croatia, the National IPA Coordinator (NIPAC) is in charge of overall coordination of IPA assistance. The NIPAC is the Assistant Minister at the Directorate for Strategic planning of the Ministry of Regional Development and EU Funds (MRDEUF). The NIPAC in the Republic of Serbia is appointed by the Government of the Republic of Serbia and is responsible for the overall coordination and monitoring of EU assistance under all IPA Components, as well as for the programming of IPA Component I.
Both Croatia and Serbia have an Operating Structure (OS) who have jointly developed the Programme and are responsible for the management of the programme in their respective countries. OS in Croatia is the Ministry of Regional Development and EU Funds of the Republic of Croatia together with an Implementing Agency, the Agency for Regional Development (ARD) of the Republic of Croatia. OS in Serbia is the Serbian European Integration Office of the Government of the Republic of Serbia.
For the sake of effective management of the programme, both participating countries have set up joint structures:
- Joint Monitoring Committee (JMC) is composed of representatives of institutions from both Croatia and Serbia. Its task is to ensure effectiveness and quality of the implementation of the programme and select projects for financing.
- Joint Technical Secretariat (JTS) set up by the Operating Structures. It is headquartered in Zagreb while an Antenna Office is located in Sremska Mitrovica. JTS task is to assist Operating Structures, Joint Monitoring Committee and Contracting Authorities in implementation of the programme.
Contracting Authorities (CA) are responsible for issues related to payment, contracting and monitoring. CA in Croatia is Agency for Regional Development of the Republic of Croatia and under centralized management in Serbia is Delegation of the European Union to the Republic of Serbia.
