OPERATING STRUCTURES (OS) Each participating country has established an OS for the part of the programme concerned. The OS of each country cooperate closely in the management of the cross-border programme establishing common coordination mechanisms. The OSs are responsible for the implementation of the programme in their respective countries.

JOINT MONITORING COMMITTEE (JMC) The JMC is the main decision making body of the programme. It consists of representatives of the two OS and the national, regional and local authorities and socio-economic partnership representatives of both participating countries. The representatives of the European Commission Delegations participate in the work of the JMC in an advisory capacity. The main task of the JMC is to ensure quality and effectiveness of programme implementation and select projects for funding.
JOINT TECHNICAL SECRETARIAT (JTS) The JTS provides technical support to the OSs and the JMC in programme coordination and implementation. Under assistance of the OSs, the JTS performs a range of tasks related to programme management and publicity & information. The JTS is located in Zagreb (Croatia) with an antenna in Sremska Mitrovica (Serbia) and its staff is comprised of representatives from Croatia and Serbia nominated by both OSs.
CONTRACTING AUTHORITIES (CA) The main task of the CA is signing of grant contracts with final beneficiaries and payment of funds for awarded projects. It is also the responsibility of the CA to monitor project implementation from the financial point of view.
