The evaluation and selection of applications is the responsibility of the Joint Monitoring Committee (JMC). The JMC may delegate the evaluation to a Steering Committee. Both committees are assisted in their tasks by the Joint Technical Secretariat (JTS), which will administer the process of evaluation and selection of proposals.

All project proposals submitted will be assessed according to predefined criteria and the following steps:

STEP 1: Opening session and administrative check
At the first evaluation stage, it will be checked whether the deadline has been respected and whether the Application Form satisfies all the criteria mentioned in the Checklist, which in turn is part of the Application Package. The Checklist is used to obtain answers to questions such as whether the envelope has been marked correctly or whether the application was submitted without missing documents.

STEP 2: Evaluation of the Concept note
In cases where the Concept Note is a requirement of the Call for Proposals, the evaluation will cover the relevance of the action, its effectiveness, viability and sustainability in accordance with the Evaluation Grid, which in turn is part of the Application Package. The Concept Note is only a summarized version of the project proposal, so scores awarded to the Concept Note are completely separate from those given to the Full Application.

STEP 3: Evaluation of the Application
The evaluation of the quality of proposals, including the proposed budget, and of the capacity of the applicant and his partners will be carried out in accordance with the evaluation criteria set out in the Evaluation Grid, which in turn is part of the Application package. There are 2 types of evaluation criteria:

The selection criteria are intended to help evaluate the applicants financial and operational capacity. The applicant must demonstrate stable and sufficient sources to finance the action and have management capacity and professional competencies to successfully complete the action.

The award criteria allow the quality of the proposals submitted to be evaluated in relation to the set objectives and priorities. They cover such aspects as the relevance of the action, consistency with the objectives, sustainability, cost-effectiveness a.o.

STEP 4: Verification of the eligibility of the applicants and partners
The Declarations by the applicants will be cross-checked with the supporting documents provided in order to verify the eligibility of applicants, the partner(s) and the action. Only provisionally selected applicants will be requested to supply the supporting documents needed at this evaluation stage. The list of supporting documents is given in the Application Package, and usually includes such as the statute of the organization, the balance sheet and other forms and documents.
